I don’t see any improvement in the drag and drop the library.

It’s not clear to me what most of your observations have to do with the library. The following library improvements are present in version 3.0…

Pages can be imported and exported for sharing.
The iPhoto library is automatically included in the library.
Page items can be labeled and the labels can be localized.
Multiple items can be selected at one time for drag, cut, copy and paste.
Effects and textures can be added to the library.
Library items can be set to scale themselves to a new document when they’re added to it.
Library items can be set to adopt a document’s current style (fill colors, etc.) when they’re added to it.

For the record…

Snapping to intersection, middle, extremity works only when it is the destination point, but not when it is the initial drawing point.

Untrue, the initial point is now highlighted when snapping to points or using smart guides.

No Snapping enabling with a modifier key.

Untrue, snapping to the grid has always been toggled by the command key.

No numeric input for objects.

Untrue, it has always been possible to enter various object dimensions numerically via the geometry inspector.

Untrue, dimension text style can be set on a document wide basis.

When applying effect to image or vectors they are downscaled in bitmap objects

To create bitmap effects you need bitmaps. There’s not much choice here. The document’s resolution is always used so any “downscaling” is up to you.

If a scale has been set for the current document, the objects dragged from the library to the document are not adjusted to the current scale of the document

This depends on the library object. For example, try the architectural furniture objects. They scale themselves to the document they’re placed in.

Libraries can now be exported/imported

but it is still laccking of the following anyway :

Snapping much be improved, when starting to draw from a point, it is not highlited, no way to force a perdicular from any line or drawing to any line, no tangent, no parallels tool.
Snapping to intersection, middle, extremity works only when it is the destination point, but not when it is the initial drawing point.
No Snapping enabling with a modifier key.
No linked dimensions.
No dimensioning tool like area or perimeter, no dimensioning style settings.
No numeric input for objects.
No B-Spline.
